I'm not surprised that this wasn't fixed in the latest update. It wasn't on the Laundry List, so I didn't expect it to be.
I'm not very concerned about it, though. I can still fish everywhere else I've tried and I can even fish in Sulani as long as there's a boat around. I already have a couple Sims who bought canoes they can carry around with them, to use as needed, and I'll probably do that with more of my Sims if they take up fishing.
