Infant Milestone Bug

Infant will have the "Reach Babble Milestone" action queued but the game will not process this action. The world time stops and I cannot switch between Sims unless I pause the game. Once paused the world time resets to when the infant Sim started the attempt to reach the Milestone, and switches to the next Sim in the household. I cannot operate these Sims. It doesn't matter if I reset objects/recover the game save/repair the game via the EA app. My game save is hard locked on this infant Milestone. I do not use any CC and turned off all mods.
