I also experienced this after updating. I had my sim try to read the infant to sleep, she did that and then left to do something else and left the infant awake even though the infant was quite tired (energy was orange). Prior to the update I found that reading an infant to sleep always worked (the infant always fell asleep afterwards).
I had seen this was a reported bug (had actually added the infant to this save to test this bug), I just took the infant out and placed it on the playmat and told it to go night night there instead of waiting until her energy had bottomed out. As I've seen commented here the infant fell asleep fairly quickly on the playmat.
I play on PC (Windows 10) and had my mods folder out, had deleted my localthumbcache and game repaired after updating. I was playing in a pre update save, had added the infant to the household (through manage households) after the update to test this bug. I have all the packs and kits.
