Lot information icon shining all the time (Patch 1.113/2.08)

Product: The Sims 4
Platform: Laptop
Which language are you playing the game in?  English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.113.291.1020
What expansions, game packs, and stuff packs do you have installed? None
Steps: How can we find the bug ourselves? No idea. I just went into build mode and there it was. It didn't happen until I moved household, however, if that matters.
What happens when the bug occurs? It continuously shines every two seconds despite clicking on every option.
What do you expect to see?  ???
Have you installed any customization with the game, e.g. Custom Content or Mods? I have. Bug persists regardless.
Did this issue appear after a specific patch or change you made to your system? I moved household if that counts?

Things I have tried: Usersettings.ini file tip, removing mods, deleting lastexception files, deleting localthumb
