Ya’ll they mentioned the fix above. You have to completely clear the romantic satisfaction. I had to ask my partner to “just be friends” twice (it took 2 times for their romantic bar to go completely to zero) and then slowly built it a little bit then made them cuddle in the bed together twice and then woohoo right after and they did it! Clear the relationship romantic bar completely out and then rebuild!!!!
I know, it works if they break up, but I don't want the negative milestones over their relationship. And I don't want to use mods. So I hope with the votes and the attention in the forums that the sims team wil fix this issue in an opcomming update.
