Had this recently as well. Anything romantic that has to do with an object just won't work. I worked around it by restarting the game. Once I'm out of the loading screen the Woohoo/Try For Baby interaction queued up properly and my Sims successfully did it.
Can't speak for everyone else but that's what worked for me. But it's annoying to have to restart the game for this BASIC function to work. Please escalate this bug's urgency.
Also: I don't even have Lovestruck. My two couples started being romantic in YA stage (not teen couples). An identical factor I found is that both couples have a toddler.
