For anyone willing to add a mod to their game, this is how I fixed my issue: (but please note, I wasn't bothered about them losing milestones such as 'fell in love with' etc)
- Download and install MC Command Centre mod - if mods are not already used you need to start your game, allow mods in the settings and then restart the game (delete the file in the Sims 4 folder ‘localthumbpackage’ before starting it back up)
- Click on one affected sim and select MC Command Centre – Relationships – Delete Relationships
- Select their current bugged partner to delete relationship
- If married, I then used the cheat cas.fulleditmode, entered cas and set them to spouse, save and exit cas
- With one sim selected, click on their partner and select MC Command Centre – Relationships – Set Active Levels – Set Active Friendly – choose desired level (I chose good friends)
- Repeat last step but choose Set Active Romantic – choose desired level (I chose lovers and then repeated to choose soulmates)
- Have the two sims share their ‘first kiss’
- They should now be able to woohoo etc!
This is thanks to information from other simmers, particularly gidget1234 and I am eternally grateful for the kindness and helpfulness of my fellow simmers here ❤️

I am sure this works, but in the process, don't they lose their history, memories of being together? That is not something I am ok with doing in order to fix any problem. I am glad you found something that works for you though. :)

If you mean the milestones, yes, they have lost the 'fell in love' ones etc - thanks for pointing that out, I have updated my original post so that people know.
