I have the same issue. I tried to create a club and set woohoo as an activity, this didn't work. Then tested the club with a random sim I met in and I was able to woohoo. I think it's a romance dynamic / sentiment or romance level issue. Just my two cents, I hope this gets fixed soon.
I tried the MC command center fix mensioned above, it didn't work.
