When I tell my sims to Woohoo or kiss hands or anything that requires actual animation of the activities they won't do it. The heart ++ appears but then they simply stop what they were doing and it wipes their action queue. So while the romance bar does increase when I try to have them try for a baby they won't do it so the action so it doesn't actually change anything.
