I think I found the issue....so I downloaded Spa Day the way I thought was working but it didn't show up in game...here's the thing though...I went to where I downloaded my kits (right in marketplace..thought it was a work around) and it said Spa Day deactivated but installed so I activated it there and it fixed the issue so somehow the game maybe is deactivating packs but still allowing them to be downloaded but if u download them right from marketplace it activates it right away!...idk...weird

Same issue. I preordered the Royalty & Legacy bundle with the Tea and Silver packs and the same thing. Purchased is confirmed and went through. Shows I own them. Shows they are installed. But within the game, they are "deactivated". No mods/cc. I've tried repairing the game. I've tried uninstalling and reinstalling both the sims 4 game and all add-ons and the EA app itself from my pc. Cleared all caches. Nothing has worked.

The same thing happened to me: I bought a pack elsewhere, redeemed the code in the EA App, and launched the game. It would show that the pack was installed, but would not allow me to play in the world. When I went into the marketplace and clicked "My collection", the pack was deactivated. I had to go to "pack selection" and re-activate the pack. I guess they didn't like that I bought it outside of the marketplace.

Hey, you have to re-activate them in the new marketplace tab. Click on "My collection" if it says the pack is de-activated, hit "pack selection" and select the packs you want to re-activate. It will re-activate them an re-start the game.

The Sims4 royalty and Legacy DLC won't display in game even though it's downloaded.
I.e no access to the career path, world or build components.

I have been having this issue as well...after playing around I think I have found a solution for now...even though it is a bit of a pain to do! In the main menu at the top its says Home and Marketplace....go to the Marketplace! Then My Collection, then you should see to the right 2 options Pack Selection & Manage Storage..click Pack Selection, find the pack u downloaded it will say deactivated (or something like that) click on it then the confirm option then follow what it says :)

I have bought packs from the EA store, after the update every time I try to open the game it says they're missing. from the EA store I see that they're installed but the game says they're not.

I am experiencing the exact same thing with this pack. I have also tried repairing the game, resetting cache then repairing and deleting the localthumbcache package and repairing, along with what the OP tried. I am on PC and all mods were removed, which also did not help resolve the issue.
