This issue has been happening for years but was usually random, after the update it's guaranteed loading into any save. Opening any save that hasn't been touched since the update results in the photos being there, but not for long. Any photos taken after the update will also vanish upon reloading. Photos in inventories/household inventories seem unaffected but of course, when placed and reloaded they go black. This happens on unmodded and modded games. It happens on console and PC. I have tested it on my Xbox, on my modded game and on a friends unmodded game. This is ridiculous. How many fixes have we been promised in the past 2 years alone and how many have instead broken the game as a whole?
