I also have this problem! With the previous photo bug, I only lost pictures sometimes but was able to preserve them if I traveled with a sim before saving and exiting.
This doesn't work anymore.
Also, the photos in my sims inventory didn't seem to be impacted by the bug but were impacted as soon as I placed them in world
