I didn't experience this issue until the patch. I have my pre-update save backed up for when this is fixed and many photos saved to my library, but I'm reluctant to play in the meantime. I was careful not to Save & Exit because some people thought that might be a cause. If I load into my main sim's home, they have their photos, but all the other photos in the game are black, and if I then switch to another household, their photos remain black.
