I checked another affected save and it had 57 total rental units active when corrupted:
Willow Creek: 2 (Riverside Roost - was getting 800/801 load error)
Newcrest: 7 (Cookout Lookout), 6 (Civic Cliffs), 3 (Hillside Highlands), 3 (Optimist's Outlook), 2 (Rippling Flats)
Windenburg: 4 (Waterlock Redoubt)
Del Sol: 3 (Inner Circle)
Britechester: 3 (Honeydew Fields)
Tomarang: 16 (Ro Kaya Rockside), 2 (Taka Soi 15), 3 (Tam Nang Sands), 3 (Sungai Point)
I used the rental unit cap cheat on only two of the buildings. Changing all of the buildings into regular residential lots once again stopped the error from progressing.
