As a pc user I'm having the same issue. No lots will save to the library or gallery. I have completed 3 game updates, removed the entire mods folder, cleaned all windows temp files and repaired game files. I don't have internet or pc issues. This started just before the burglar update. I even tried new save files, no cc and I don't have any corrupted files. The gallery doesn't work now.
