I was getting the exact same error message. I followed everything they told me to do. The clean uninstall, reinstall, running as admin. NOTHING WORKED. So it turns out I had used a lot of Gallery art in my build and I started to delete some and then i could upload it. So if you are having this issue and you have used items from the gallery to decorate your build, that might be your problem too.
