This is my workaround until this issue gets fixed. When the error message pops up, STAY right there and do NOT delete the message! Sit on that screen anywhere from 30 seconds to 2 minutes, and eventually, you'll get the green success upload notice. Then look in your gallery/library, and the lot will be there. I have been timing the time between the error message and the successful upload, and so far it has not gone beyond 2 minutes. In the meantime, watch your screen, and typically you'll see background objects popping in and out either during the entire time or right before you get the saved message. It takes a lot of patience to do this, but the lot does upload. I was thrilled to upload 15 lots using this method between the gallery and my library!

I've been trying this fix and it's not working on my saves. I've left it up to 30 minutes with no successful uploads.

The workaround kindly suggested by saturnceleste worked for me for a while but doesn't anymore. I could always save households and even rooms to the library, but I haven't been able to save lots for months now. A real bummer when you are a builder. I miss playing the Sims but between this and the many bugs, it's become too frustrating.
I've invested a lot in the Sims 4 (bought 67 dlcs over the years) and I love this game. Please find a fix to this so I can play again. Thank you.
