Having a very similar issue myself. I can pull things from the gallery and place them with absolutely no issue but the second I try to save one of my builds into the gallery, I cannot. I have done a scan and repair on Steam and I have disabled all of my custom content but nothing seems to be working.
That's what I've done too. No help.
I have no idea what steam is, but removing CC isn't an option for me. I play on console, not PC, so I cant use mods or cc
