Sims needs UI 'close' when switch between live and build mode

Description:
When switching from Build Mode back to Live Mode, the Needs UI disappears even though it appears to still be active. The UI briefly shows when toggled but immediately disappears again.

Steps to Reproduce:

1. Enter Live Mode with a Sim
2. Ensure the Needs UI is visible
3. Switch to Build Mode
4. Return from Build Mode back to Live Mode
5. The Needs UI is now missing
6. Try to open Needs UI (click or press O key)

Expected Result:
The Needs UI should remain visible after returning from Build Mode.

Actual Result:
The Needs UI is gone after returning from Build Mode.
When attempting to open it (mouse click or pressing O), it briefly appears and then immediately disappears again.

Additional Notes:

• The UI seems to still exist in the background but is not properly rendered
• Needs UI should persist when leaving Build Mode
• Issue occurs specifically after exiting Build Mode back into Live Mode
