Who is responsible for dressing the townies that come with the packs? The randomly generated ones are bad enough but is someone on the team not giving them outfits for every category? Why are they spawning outfits like this? This is a new game and no one is in the stylist career and NAP voting is turned off (don't get me started on how cursed that system is).
I'm playing without mods so that I can properly report bugs before the next big update, but honestly, I miss MCCC so much, if only to reroll these outfits or just delete Sims that are just too awful to look at.
At LEAST just prevent the game from using makeup/accessories and just stick to basic outfits so the Sims don't look even uglier than they are *cries in Cupid's Corner*

They do create outfits for each category. For premades in new packs, anyway, and some of the updated old households, like the Goths. The older households have some empty outfit categories that will generate randomly. I always go through and fix all the premades, first thing, when starting a new file.
Those examples of premades at the bottom of your post look like "event outfits", which aren't a visible category in CAS, and are randomly generated by the game, even for premades. Crispin looks like he's in the "tourist" or "sightseer" event outfit that came with...I believe City Living. NPCs will occasionally wear a random "tourist" outfit, usually consisting of the belt bag/waistpack full-body outfit, when visiting worlds other than their home world. Unfortunately, I don't know of a way to change these or manually edit them without mods.
