Townie Outfit Generator Creates Incoherent/ Mismatched Clothing Combinations

I don't think this is a bug.  Been having this issue since I started playing this game three years ago.  It's not only the clothes, it's the hair as well.  Many townies of both sexes have that stupid bow on their heads.  Every time I boot up the game, I end up spending 20 minutes to an hour going through the households and manually changing their hair, clothes, etc.,  before going in to play.  For particularly egregious sims that I come across during gameplay, I immediately go into CAS to fix them.
