I’ll add here that the game does seem to generate sims with Indian/Middle Eastern (City Living), Polynesian (Island Living), and southeast asian (For Rent) names at a reasonable frequency, so the issue is only with Japanese names/sims. To reproduce, let the game generate NPCs as Uni roommates in Britechester, active career employees in Get to Work, or bartenders or paparazzi in any world.
