Traveling ends with long loading screen then game breaking glitch

So when I tried traveling to that one nightclub in Windenburg the one with the glass floor. I end up with a really long loading screen. So I assumed my game crashed but it finally loaded in. Then when it loaded in all of the sims are idle glitched with glitchy T-poses and I can’t click on anything or anyone. So I am forced to restart. Not sure what this is from I repaired, did the mods and the localthumbcache trick but nothing works. This also is the case with the lounge in San Myshuno.
