[XB/PS] Can't rotate in Build Mode

When in build mode on my XBOM, I'm trying to rotate when I select to move my lot or move my house. The rotate (LT, RT) buttons just exit out of the move.

I play on xbox next gen I can not understand why we are still having this issues as console users not being able to rotate, my RB and my LB that used to rotate is now next and previous ?? I mean this command is pointless. This really needs to be sorted out its unfair we are having this issue, this command is so simple but yet again console users are struggling with something that should never be an issue.
