I have the exact same issue - and no mods either, for that matter. Very frustrating.

Are you also not using mods/cc ?
@RilakkumaPancake Does that includde no cc ? Aka empty mods folder (except for resource.cfg) ? @crinrict No CC either.
I've only got the base game and various packs installed, including For Rent.
