Just because you connect to a local data centre doesn't mean you game is going to be hosted there the match maker will match you with players on other servers
The pings that you see in the server selection screen are from dedicated servers and those are not the real apex servers, they just put them for the sake of showing something...
I have changed 3 ISP myself, all 3 when i was calling them to see if is any problem they already knew about the quality of EA servers and is nothing wrong on our sides ... the only thing you can do is stop investing your hard working money in this game until they deal with the real problems that people experience!
