Okay so since I was so confused as to what caused this issue for months, repeatedly on and off, I feel totally obligated to share the actual cause of the ping suddenly spiking to 300-3000ms when connecting to Sing 1: there was a cable that most internet providers used to connect to SEA and it snapped, so they have to send a boat out to fix it. The fix is coming in July. If this happens again, that's probably what caused it. You can check this on your ISP's support page too. Hope that saves someone else some time in the future
