Apex pack duplicates
I’ve been getting tracker I already have in apex packs for maybe a month now. Every now and then I get all crafting materials like I should, but I usually get trackers I already have.

Which trackers are you seeing this with?
Keep in mind that some trackers need to be unlocked separately per Legend. So in some cases you could've already unlocked a "Apex Wins" tracker for Octane, but not for Wraith; and are getting the one for Wraith in a pack later.
