apex resolution not being what I set it to

my monitor has a screen resolution of 2560 x 1440 (native) at 165hz with a max of 3840 x 2160 at 120hz. Every time i load up Apex, the active signal mode on my computer will change to 3840 x 2160 at 119.88hz instead of 2560 x 1440 like i have set on both my display settings and apex's display settings itself. so it will be scaled down instead of using the desktop mode's resolution. 

if i am to set it to a resolution lower than 2560 x 1440 on apex's video settings, then it will change the active signal mode to 2560 x 1440 at 165hz, but it will not retain this upon switching back.

i would like to be able to have apex at 2560 x 1440 at 165hz on the desktop mode and the active signal mode
