Bloodhound Prestige Skin reset for 2nd time

Hey,

Last year I got the Bloodhound Prestige skin when it came out. I grinded up to 70k out of a 100k and obviously the infamous damage reset bug hit me as well as many others.

After not playing the character for a good while, I figured I needed something to grind for again the other day and decided to start over again, unlocking the tier 2 skin and up to around 50-60k into the required 100k. Satisfied with the progress I'd made, I queued up for a game of Control last night and from the corner of my eye I see the skin tracker say the following: 

So basically I put down a hefty amount of money on a piece of content I still can't properly use a year later, making this the third run of having to reach 100k damage.
It's getting super, super annoying at this point and I want to have this fixed or refunded. Posting more screenshots below.
