Engine Error Changing Shadow Resolution and NVIDIA Driver crashing.

glad im not the only one with the same problem, whenever i turn on any shadow settings my game would instantly crash and the only way to fix it is to manually go to the videoconfig file and set every shadow settings back to 0, and that still doesnt fix it completely because my game would randomly crash in mid game. I also noticed that if my game crash every other programs that requires gpu workload would crash at the same time as well, from google chrome to video player to wallpaper engine and more. It really frustrates me since ive already tried every possible solutions to fix the issue, like degrading nvidia driver, replugging the graphics card, downgrading nvidia 3d settings, nothing works. and btw im using i5 8400 and gtx 1060 so running the game shouldnt be a problem.
