Can you verify you are running visual c++ 2010/2012/2013/2017 both in 32 and 64 bit? Try enabling or disabling shader cache (disabling causes more cpu load).. Try a ddu uninstall and install latest nvidia driver for ur laptop gpu

Double checked/tried the fix, unfortunately, it did not work.
Although I did notice that the pixelation issue is present in other GPU intensive applications. So I guess it is GPU related more so than solely Apex.
Any thoughts?
