Game Freezing & Stuttering Every Game. Server Side Desync

Update:
I was able to resolve the freezing and heavy stuttering issue for myself and a friend. While server stability can still be inconsistent at times, the constant in game freezes and delayed catch up stuttering stopped after making the following changes on PC.
Forced DX11 using Steam launch options with +gfx_api DX11
Set Apex display mode to Borderless Windowed.
Disabled Fullscreen Optimizations on the Apex game executable.
Set High DPI scaling override to Application.
Verified integrity of game files and restarted.

After this, the game no longer freezes mid match or requires alt tabbing to recover. Posting this in case it helps others experiencing similar issues.
