Insane GPU usage even at low settings with high end computer

im stuck at 97% gpu usage even at everything at low , changing settings doesnt seems to do any differences. *UPDATED  this might even break your gpu this is a serious issue specs 1080 ti i7-7700...

What are your memory specs?

It sounds like you might need more RAM.

I currently have 24gb RAM after having tons of issues with only 8gb.

Let me know what it is and give us a screen shot of your Task Manager performance tab.
