Hi there, I've been having the same problems and it has plagued me for the past few days. I've tried many many options from AI and google and finally I think this one has worked for me. I came across this post here Apex Legends stuttering 5 minutes after launch | EA Forums - 12392648. My problem was with the driver for the Realtek PCIE Ethernet Controller even though I'm on WiFi. Once I disabled that, so far there has been no more stuttering. Hope this helps you as it helped me. Unfortunately that means we'll have to disabled the ethernet controller though.
