PC and xbox friend requests not receiving

My brother and I were trying to play apex legends on PC and xbox. We’ve tried friending each other’s EA IDs and it says the friend requests send, but neither one of us are receiving it. Cross platform is enabled in settings so I’m unsure of what the problem is. We even tried a private match and I directly clicked on his profile and friend requested him but he is not receiving it nor am I. Please help.
