For those who are still experiencing this, I solved the problem by uninstalling Norton the anti-virus thing. It was somehow capping the performance of some of my CPU cores, causing a bottleneck.
I've also tried every single one of the solutions online and they all seemed to have solved the problem for a few games, but later on, the problem returns. In the end, I noticed that if I didn't open anything else other than the game, the lag showed up way less. That's when I finally noticed that my CPU is not being used fully and I found out some anti-virus programs tend to cause that.
The thing is UCMD delay can be caused by too many different types of things, so I just have to try them all.
