Sorry to hear your Apex progress appears to have been reset after returning to the game.
Apex progress is stored on the EA Account level, rather than directly on your Xbox profile. When an account suddenly appears at level 1, it usually means the Xbox account is now connected to a different EA Account from the one originally used to play.
Even if the email address looks familiar, please check the EA ID and the connected accounts on the EA Account you’re currently signed into. You may also want to try any other email addresses or login methods you used around 2019.

Please avoid unlinking or relinking the Xbox account again for now, as progress can’t be transferred between separate EA Accounts. If you can’t identify or access the original EA Account, scroll to the bottom of the guide and select Contact us so the support team can help with account recovery and check the original account link.
