Community ManagerThat is pretty weird. In your DxDiag I did notice there's a display adapter listed for Citrix Indirect Display. Do you currently have a virtual monitor set up through Citrix?

I don't. It's a separate process entirely, utilized by a Receiver application. I only recently installed it, and the issue was occurring before I put it on my machine.
I found something that worked... you have to manually disable Nvidia Reflex for the game which was enabled by default in a recent update: https://www.nvidia.com/en-us/geforce/news/nvidia-reflex-apex-legends-out-now/
Community ManagerIt did. Applying "+gfx_nvnUseLowLatency 0" to the game's launch options in Steam finally allowed me to hit 120 FPS.
