I have this constantly but I have RTX 2080 ti. I have this since start and on two different PCs. The only time I don't have such stuttering is when I play on high-ping server (like New York, I am from Europe) or in the lobby where there are only low-level players (I have no idea why but I can only suspect). Most of my games are like that. And only on few ones I can actually play.
i think my stuttering makes my mouse movement somehow... when i walk with wasd all is 100% smooth, when i start to move mouse its choppy. i checked pooling rates no changes
that was placebo, stutters are no matter my movment sometimes i see im reloading gun and animation get frameskip . Most strange thing is it comes without any reason, any instaqltion- nothing

For me this game is garbage. It constantly stutters. Nothing helps.
