I have spent all night fixing this problem on my new build, maybe what I share here could help others. I can see from the video you have posted that it is very similar to my case where microstutter happens in fixed intervals. If you go to game settings and show fps i believe you will see micro drops every 1 or 2 seconds. Even if you are not moving or outside of the game and try to move the mouse in a steady speed you will notice the stutter.
In this case it's not your game, it's your setup, something is running in the background doing something on intervals and you gotta find it and get rid of it.
In my case it was "aorus lcd windows service" which sends gpu stats to the mini display on the gpu. Just stopped it and stutter is gone for good.
