@iOverFreaked_u It could be one of two things, or honestly even both.
- connectivity in your city/state/province are having issues pumping out speeds / throttling / weaker nodes in your area to be able to have a strong connection to the data centers for apex.
- there are server problems with connecting you to data centers in your area. (That would normally give off low ping)
My advice would be to contact your isp and double check everything.
Make sure your drivers (all drivers) are updated.
Make sure your router/modem are updated, this can cause multiple problems
Make sure that there aren't any intermitined internet issues on your end, which you can call your ISP and have someone make sure everything is running and there are no damages to your hardware. Can try and show them for your game(s) or other services you're having issues with to see if they can pin point an answer for you if it is local.

You can also double check to make sure Windows is not causing this issue by making sure the Power saving is not affecting your network adapter causing packetloss and latency,Here are the steps to do that:
1)Go to Device Manager
2) Find your current network ethernet adapter - right click it and click Properties.
3) Go to the Power Management Tab & Make sure the allow computer to turn off option is disabled or unchecked.
let me know if that helps u.
