Strange choke/packet loss timing

Hello,

In recent S14 and S15 patch, I've noticed some strange lag spikes related to choke and packet loss. For example, I would be looting with my random fill teammates with no lag, but as soon as another team is nearby or an engagement with another team starts, my choke and packet loss skyrockets (latency/ping is fine). I doubt this is a server DDOS and is only happening to me. Anyone experiencing this issue?

I've also heard there's a bug related to latency? What could be the cause of this bug if anyone knows?

FYI, I play mostly on the Asia servers like TW, JP, SP, HK since I live in that region.
