If you believe the action was applied incorrectly, you can submit an appeal directly to our Terms of Service team for review through the Penalty History tool:

Sign in with the affected EA Account, find the relevant penalty under Your violations, select Review, then choose Appeal and follow the steps provided. I’d recommend including the additional context you shared here in your appeal as well.
Once submitted, the Terms of Service team will review the action and contact you by email with the outcome.
