I am also suffering from this problem, don't know why it suddenly had happened. I played the game yesterday just fine, didn't do anything to it. But today I cannot play it, I have tried everything I've seen. Been on Microsoft support page and it didn't help.
I did, unfortunately didn't work for me. It seemed to be an issue on Steam's end. It ended up working after going into my files for Apex and having the anti-cheat run as administrator.
