Thank you for testing it from another browser and restarting the router. That helps rule out a few things. 

Thank you also for including your DxDiag. After taking a look at it, the timeouts may be caused by network path issues (DNS delays, ISP hiccups, or packet loss). I've popped a few steps below to help address some of these:

• Test on a different device (e.g.: a mobile phone, etc) to see if the timing-out issue continues
• A Clean boot helps rule out some potential software conflicts
• Closing background apps will address any apps that may be interfering with your connection
• Try switching DNS servers to Cloudflare  1.0.0.1, or Google 8.8.4.4
• Change your connection type and test it out again. Try a wired connection if possible. You can also switch from wifi to mobile data and test that.

Please give those steps a try and see if the timing-out issue sticks around.

The good news is that the timing out isn't happening from our side. We're not limiting you from submitting appeals. It sounds like a connection issue that is causing the page to time out. 

Could you test it from a different device and browser, and switch your internet source if possible? For example, if you're using wifi, try mobile data or vice versa?

 If it still times out on you after that, please grab a DxDiag and include it in your reply.
