There already is official Hardcore, you can find a lot of servers in Portal. Most of what you're asking for is already in it.

question about matchmaking...
why the matchmaking put in highping player in every round? its not fun when u have to deal with 150+ ping player. why is there no ping restriction on the server like in other battlefields?

Rangefinder & Scopes not working as they should
