Game is unplayable. CPU ms way higher than GPU

Since Season 3 and recent update game has been literally unplayable on both redsec and multiplayer.

In last few days I have started experiencing way higher CPU frametime ms than GPU.

I have 9950X3D paired with 32GB 6000mhz ram and Nvidia 4080. I tried all possible tweaks suggested on the internet with no noticeable improvements. To my own stupidity I have even followed the zero IQ suggestions like reinstalling operating system.

Here are the screenshots showcasing both multiplayer and redsec CPU miliseconds frametime.

At some points my CPU has been going to 50-60-70% which is unimaginable for the CPU of this class.

This has not been happening prior to Season 3 and recent updates.
