Matchmaker splitting up low pop region players into separate lobbies post-game

If y'all changed something, it's working a bit better. Custom Search yields games with more populated lobbies.

Still disbanding lobbies ruins the flow because all the players get sent in different directions afterwards. It just happened, a Full 64/64 Conquest server disbanded and now I'm in a Breakthrough server with less than 8 humans per team.
