Roster/Team Rating Update

Why are we still seeing players that aren't even starting on the team in real life? Also, why are we seeing teams with low Overalls that have clearly shown to be better than what you have them rated? Or even teams that have shown to not be as good as you have them rated? Is it that difficult to tweak the rosters and team ratings???
